Raleigh, NC-based Bare Theatre will kick off its 2012-13 season with Durang/Durang, a provocative 1994 selection of six wild-and-crazy one-act plays by Christopher Durang, on July 19-22 in Burning Coal Theatre Company?s Murphey School Auditorium in Raleigh and on July 26-29 at Common Ground Theatre in Durham. Guest director Olivia Griego cautions, ?This show is for mature audiences only. There is a lot of adult material and content.?

According to Bare Theatre:

?Durang/Durang is divided into two parts: ?Theatre? and ?Everything Else.? In this collection, Durang manages to lovingly jab at a handful of playwrights including Tennessee Williams, Sam Shepard, John Pielmeier, and David Mamet. There are two direct parodies of other plays, bringing a lighter version of some of our beloved American classics.

?The first half contains ?Mrs. Sorken,? an introduction to theater by a woman who has forgotten her notes; ?Stye of the Eye,? a psychotic mash-up of Sam Shepard?s A Lie of the Mind, [John Pielmeier's] Agnes of God, and [David Mamet's] Glengarry Glen Ross; and ?For Whom the Southern Belle Tolls,? which twists The Glass Menagerie into a tale of gender-switched confusion.

?The second half turns to stories of melodrama, unfortunate houseguests, and terrible waiters. ?Nina in the Morning,? is an Edward Gorey-esque portrait of a woman with too many facelifts and taboo relationships with her children. ?Wanda?s Visit? is the story of a high-school flame who has flamed out ? and won?t leave. ?Business Lunch at the Russian Tea Room? concludes [Durang/Durang] with a satirical look at the gaping divide between writers and agents.?

Bare Theatre guest director Olivia Griego remembers, ?I first came across Christopher Durang in college while looking for a scene for a scene study class. I found Durang?s work [then], as I do now, irreverent and hilarious.?

She adds, ?I later took a directing class, and went straight for Durang?s work, directing ?Wanda?s Visit.? It was very well received, and I loved the way the actors brought the material to life.

?A couple of years ago, I started working with Bare Theatre; and at the beginning of the year, I was asked to participate as director for their evening of one acts,? Griego says. ?Immediately, I thought of Durang and settled on directing ?For Whom the Southern Belle Tolls,? Durang?s parody of The Glass Menagerie. It was a so fun to watch and to direct!

?Once the show closed,? Griego says, ?I started talking with Todd Buker, managing director of Bare Theatre, and Heather Strickland, artistic director of Bare Theatre, about the hilarity of the whole show; and it was decided that we would mount the full evening of Durang/Durang, and here we are!?

Olivia Griego confesses, ?The thing that I like best about Durang/Durang is the humor and parody of the material. No one is safe from being made fun of, and I think that is wonderfully fair. In addition, we have assembled a stellar group of actors that really understand the humor of the plays beautifully.?

She adds, ?I?ve seen a lot of serious theater lately, and I wanted to direct something with a lot of laughs that was a pleasure for everyone ? the actors, designers, crew and, of course, the audience. This is a show where everyone is having a good time, and audiences get that and have an easier time enjoying themselves.?

Griego explains, ?In Durang/Durang, the evening consists of one monologue and five short plays/vignettes. It ranges from theatrical parodies to screwball comedy to melodrama to a frightening slice-of-life.

?Our amazing ensemble (Jason Bailey, Jeff Buckner, Richard Butner, Todd Buker, Hilary Edwards, Lucinda Gainey, Olivia Griego, Whitney Griffin, Barbette Hunter, Andrew Martin, P.J. Maske, and Julie Oliver) play various roles throughout the evening. It?s sort of like the Olympics of theater,? claims Olivia Griego.

In addition to director and set designer Olivia Griego, the Bare Theatre creative team for Durang/Durang includes producers Todd Buker and Heather Strickland, lighting designer Michelle Wood, costume designer Suzy Hooker, wigs and makeup designer Mario Griego, properties manager Mollie Earls, sound designer Joseph ?Sloe? Slawinski, and stage manager Beth Roberts.

Olivia Griego says, ?Our major challenge [in staging Durang/Durang at two venues in different cities] is changing venues and having to rehearse six plays at one time. We have kept the set and lights simple for this reason.?

She adds, ?The set is a simple design made up of mostly chairs and few additional set pieces?. The lighting is also being done with a simplicity that makes it easy to move to different venues while also accentuating the play?.

?Some of the costumes are dated, while others are contemporary,? notes Olivia Griego. ?Our [costume] designer, Suzy [Hooker], wanted to make sure that each play had its own world that was distinct from the other plays in the evening.?

Director Olivia Griego says, ?I think it is important for the audience to know that this show is for enjoyment, to come and laugh ? at the characters, at the different worlds of the shows, and sometimes at themselves.?

(AP) ? Do you make more than $200,000 annually, or $250,000 between you and your spouse? Do you expect to inherit an estate worth more than $1 million next year?

Do you claim the American opportunity tax credit to help pay college costs? Or are you a low- or moderate-income worker who relies on the earned income tax credit or the child tax credit to supplement your household budget?

If your answer to the above questions is no ? and that will be most of you ? then you're probably in that wide swath of people who Democrats and Republicans agree should not face higher taxes in January, when a slew of tax cuts expire unless Congress acts.

If you're among the roughly 30 million households who answer yes, then either the Democratic or GOP tax bills that the Senate is expected to reject this week might mean paying more taxes.

Despite the high-wattage political theater over taxes dominating Congress these days, there's a lot of consensus between the two parties over what should happen in the short term. In a campaign season dominated by the limp economy ? and with neither party eager to boost taxes on voters so close to the elections ? Democrats and Republicans want tax cuts for most Americans to continue through 2013 while lawmakers try to reduce the federal debt and overhaul the tax code.

"The broad range of tax cuts set to expire are ones both parties want to continue. The debate is over a fairly narrow but very symbolic range of taxpayers," said Robert Bixby, executive director of the bipartisan Concord Coalition, which favors controlling budget shortfalls.

The differences were playing out Tuesday as the Senate debated a tax-cut bill by Senate Majority Leader Harry Reid, D-Nev.

Largely mirroring President Barack Obama's proposals, it has a 10-year price tag of $250 billion. It would continue the expiring tax cuts next year for everyone but individuals making $200,000 a year and couples earning $250,000, who would see their taxes rise. That would mean higher levies next year for 2.5 million households ? just 2 percent of the 140.5 million returns the Internal Revenue Service receives, according to 2009 figures.

Waiting in the wings is a rival bill by Sen. Orrin Hatch, R-Utah, which had a 10-year cost of $405 billion. It would include high earners in the extended tax cuts next year, but omit some tax breaks Reid would extend for college costs, children and low-income workers. Combined, that would end tax breaks for 25 million households, according to Treasury Department figures provided by the White House.

House Republicans unveiled a tax bill Tuesday similar to Hatch's. Speaker John Boehner, R-Ohio, plans to push it to House passage next week. Boehner's bill doesn't stand a chance of passing in the Senate, nor does Reid's in the House.

With neither side showing much inclination to compromise, the White House released a report illustrating what a stalemate that results in all the tax cuts expiring in January would mean. It said there would be an average $1,600 tax boost for 114 million households earning under $250,000 for couples or $200,000 for individuals, and blamed the GOP for the brewing impasse.

"The only reason the middle-class tax cuts have not been extended is that Republicans in Congress continue to insist on cutting taxes once again for the wealthiest few," the report said.

Republicans said it was Democrats pushing the battle to the brink so they can accuse the GOP of coddling the rich.

"To them, this is more about messaging or passing the buck than it is about helping anybody or preventing an economic calamity at the end of this year" when the tax cuts lapse, Senate Minority Leader Mitch McConnell, R-Ky., said Tuesday.

The Senate planned to vote Wednesday on Reid's proposal, and a vote on Hatch's was possible as well. Neither will get the 60 votes needed to prevail, but the measures highlight each party's campaign-season priorities.

The main dispute is over denying tax cuts for the well to do, which Obama and Democrats want to do under their banner of tax fairness. Republicans say such increases would hurt job creation.

Following Obama's lead, Reid's bill would extend today's income tax rates through 2013 for everyone but the highest earners, whose top rates would grow from today's 33 and 35 percent up to 36 and 39.6 percent.

Reid would limit the itemized deductions and phase out the personal exemption those high earners could claim. And he would impose a top capital gains tax rate on them of 20 percent, up from today's 15 percent top rate.

Reid would also allow the expiration of today's estate tax rules, which impose a maximum 35 percent tax rate and exempt the first $5.12 million in an inherited estate's value. Instead, the top rate would rise next year to 55 percent, with only the first $1 million exempted.

Owners of 46,700 estates with values between $1 million and $5 million are projected to die next year, according to Congress' nonpartisan Joint Committee on Taxation, potentially exposing their heirs to the higher taxes proposed by Democrats.

Hatch's competing plan would continue the tax cuts for all, including high earners, whose income and capital gains tax rates would not rise and their deductions and personal exemptions would stay intact. Hatch would also retain today's lower rates and higher exemptions for inheritances, which the joint committee estimated would save 3,600 estates next year from higher taxes.

Hatch's bill ignores Reid proposals for one-year extensions of tax breaks that Obama's 2009 stimulus law created in three existing programs. Republicans say the provisions were temporary prods for the economy, but Democrats say they were always meant to be permanent.

Reid's bill would extend:

?The American opportunity tax credit, a maximum $2,500 credit per student for college expenses that phases out completely for individuals earning $90,000 and couples making $180,000. Ending it would cost 11 million families an average tax break of $1,100, Treasury Department data shows.

?Language making the earned income tax credit slightly more generous for working families with three children and for some married couples. The program provides tax credits of up to $5,891 for low-earning workers, defraying their tax bill and providing a government check to people who owe no taxes. Halting the improved benefits for larger families and couples would force an average $500 tax boost on 6 million households, Treasury figures show.

?A provision increasing the size of tax refunds that some families receive under the Child Tax Credit. Letting that language lapse would hit 12 million households with average tax increases of $800, according to Treasury. The child tax credit is worth up $1,000 per child, which both parties favor continuing.

Treasury says that because some families receive benefits from more than one of the provisions Reid would extend, a total of 25 million households would be affected if the language expired.

Chile to go ahead with Magallanes oil plan

Chile is going ahead with an extensive oil and gas exploration program in its scenic Magallanes region despite environmentalists' protests about risks to the area's pristine beauty.

The controversy over oil exploration has combined with frequent protests over the country's copper and other metal mines, which are set to receive a boost with a $2 billion bond issue announced this week.

Chile is the world's largest copper exporter and hopes further investment will secure its global lead in the metal market. Chile still lags behind neighbors in energy security and hopes its new moves will boost hydrocarbons prospects.

The quest for oil and gas has not been without problems, however, and has drawn protests from environmentalists.

Chile's Magallanes province, north of the Magellan Strait connecting the Atlantic and Pacific oceans, is a major tourist destination, home to several natural attractions, penguin colonies and a marine park.

Plans for drilling for oil and gas in the area were thwarted earlier after environmentalist protests, but officials said the government would go ahead with a modest new exploration project, expected to cost about $10 million.

State-run oil and gas company ENAP in a report presented scientific assessment of the potential impact on the environment. The company is planning to drill at least eight wells in the extreme south sub-block Manantiales.

The project is part of an overall hydrocarbon exploration, production, refining and transport program developed by ENAP over nearly half a century. Magallanes yielded more oil and gas in the past and for some time met nearly 20 percent of Chile's domestic demand, but production has dwindled while domestic demand has soared.

Before the drilling can begin, access roads have to be built and other infrastructure put in place. If the drilling produces positive results, the government will look into further investment but also conduct an environmental impact assessment.

Analysts said protests against the oil exploration plans had already made clear risks to the environment and the government most likely would go ahead as planned, despite any future protests.

Officials said the project is scheduled to take off in September and will have a time span of 20 years.

However, much of the information about Chile's overall oil and gas strategy remains unclear because the government is aware some aspects of the project may be controversial and revive environmentalist protests. Local campaign groups are divided over the oil and gas development, with some favoring the project and others opposing it, arguing it will destroy the pristine environmental of the Magallanes region.

Advice for a Recent Grad

It is not an easy time to get a job in education. There are more people than ever vying for a smaller number of positions. Many schools have a specific budget they can use for their new hires, and it isn?t very flexible. The interview process is intimidating for anyone, whether you?re a recent graduate or not. However, in my experience, those people who have the innate ability to teach, and who really work the interview process, all get jobs.

Even though I consider myself to have the innate ability to teach, I couldn?t have just relied on that through the interview process. You have to treat the job search like it is a full time job. You have to push the fear, insecurity, and uncertainty aside and give it your all-even though there is a good chance of failing. Right out of college, I was invited back for a 2nd round interview, in 4 districts. Of those 4 interviews, I was offered 3 teaching positions. That means that I was a top choice at 3, very different, schools. The job I took at Nagel Middle School, in Cincinnati, was only a one-year position because I was filling in for someone on sabbatical. Therefore, I was looking for another position the following year. Back to the job search drawing board. However, this time, I had experience to back up my philosophy and examples of specific lessons and situations in the classroom. That year, I had 2 interviews are 2 different districts. I was offered a second round at both schools, but decided to take the job at Madeira Middle School before I even went to the second round at the other school. My point here is this: I have been in a variety of interviews in a variety of districts over the last 2 years, and both times I walked away with a job that was perfect for me. If I can do it, so can you.

I?m not the best teaching candidate out there. I remember sitting in my cohort classes at Miami University and looking around thinking, ?I?m screwed.? I went to school with some bright, motivated, hard-working, talented future teachers of America. All of a sudden, we had gone from leaning on each other in group work and class, to being the competition. How was I supposed to ask advice from someone when I wanted to have the edge up on them in the interview process? So, I felt like I was on my own.

Through conversations with my mother (a veteran teacher), business-minded friends, Career Services, and overhearing my teacher friends on the phone in the hallway, I learned some valuable tricks of the interviewing trade. By the time I was done with my first year teaching and knew I had to hit the job search trail again, I had a pretty solid system down. It starts like this:

How to get an interview:

1. Stalk the websites

In early February, I add a bookmarks section to my Safari library and add the websites of any school I would consider working in. I make sure I?ve already applied online to all of these schools, then I set a day of the week when I will check the employment page of all these schools. I liked to check on Thursdays-never on a weekend, because no one from human resources is going to be updating their website over the weekend.

2. Email weekly

Once a posting appears on a school?s website, I send a very brief email to the principal of the school that is interviewing, as well as the human resources director. Every district functions differently. At some schools (especially the smaller districts) the principal makes the hiring decisions on his or her own. Other districts have the HR director make the initial decision and cuts. This email should include an attachment with your cover letter, resume, and reference sheet. I end this email with something that says, ?I look forward to hearing from you and setting up an interview.? This lets them know your intention is to meet them and start the process of being hired. I would send this email every week until the posting is taken down, or until they call you.

3. Send a hard copy

As soon as possible, I would send a personalized cover letter, resume, and reference sheet to the principal of the building that has a job posting. Make sure to print it on nice resume paper, and maybe even include a business card. I also print out labels for the return and mailing address on the envelope in order to appear as professional as possible. I would also send one really flattering reference letter. You don?t want to overwhelm them with paperwork or they will just push your packet aside.

4. Work your connections

Send a message to every teacher you know on Facebook telling them you are looking for a job, what your qualifications are, and any experience you have. Also, if you are already in a school district, make connections with any teacher or co-worker you trust and let them know that you are actively looking for a position. Teachers know teachers; and if they respect you, they will help.

5. Practice your philosophy

Download practice teacher interview questions from the Internet. Make sure you get teacher-based questions, because business-minded interviews don?t apply to teaching. Once you have questions to practice from, write down or type up your go-to answers. Practice these answers by talking to yourself in the car or whenever you are alone. Hearing yourself say these words helps you memorize them. It also helps you pre-prepare for the basic interview questions. This way, you don?t waste precious prep time once you actually get an interview. Your philosophy on teaching should be strong and obvious, and shouldn?t change, no matter what district you are talking with. Therefore, practice verbalizing your philosophy before you are even asked to interview.

Once you get an interview? How to get a job:

1. Be prepared.

Preparation leads to confidence. You need to do research on the district. Scan the website to see what issues are being address. Read any letters to parents; those are great eyes into the relationship between the school and the community. If there are statistics or information into their state report card, read it. You don?t have to memorize it; but, this stage is all about familiarizing yourself with the school. Based on these findings, you can formulate questions to ask after your interviewer. You should have already decided on three questions you want to ask before you enter the interview room. Then, you can make a decision on which two to ask, based on the questions and direction the interview went. You should also make sure your suit is pressed, panty hose are clean, and shoes are shined. I have also heard that wearing a watch to an interview is important. Get directions to the school and make sure they are accurate the night before you have the interview. You shouldn?t make any new decisions the morning of your interview; it?s unnecessary stress. Also, turn off your cell phone, or maybe even leave it in the car. All you need in a small, professional bag that holds your portfolio, notebook, and keys. Any excess looks sloppy and distracting. And no one wants to be sloppy or distracting in an interview.

2. Be memorable.

Find a way to differentiate yourself from your outstanding peers. I always took a nice Georgia Tech pen with me to the interview. I stole this pen from my brother, who plays baseball at Tech. In my experience, I interviewed with more men than woman. In many first round interviews, the man interviewing me (and on occasion even a woman) noticed my unique pen and asked about it. This opened up a conversation that wouldn?t have been able to be breeched in a normal interview conversation. However, because Georgia Tech is a respected academic institution, and baseball is appreciated by many Cincinnatians, it never hurt me to add this personal touch. If you can find a unique, and totally positive touch to add to yourself on the day of an interview, it can?t hurt. Another way I tried to distance myself from my peers is by having a business card. I ordered 100 business cards from on online vendor I found after typing ?business cards? into Google. Even though all the information on my business card is available on my resume, it doesn?t hurt to have another reminder of how great you are. Also, if the card were to ever fall out of the pile of resumes sitting on a principal?s desk, he would pick it up and put it back on the top of that pile, making you the first name he sees when referencing the list of candidate. Not too shabby.

3. Be confident.

Even if you don?t know the answer to a question, look your interviewer in the eye, smile, take a deep breath, and start talking about your philosophy of education. Remember when I said it?s important to have a strong philosophy before you enter an interview? This is why. If you are confident in yourself as a teacher and with your philosophy, then you will be able to get through any question by falling back on your philosophy. Your interviewer might not get a clear answer, but it?s better than sitting there stunned by the question. Sometimes, if you?re lucky, your philosophy will remind you of a situation that is related to the question and you?ll surprise yourself with an awesome answer.

4. Ask questions.

As I mentioned before, you need to come into an interview with at least 3 questions to ask the interviewer. The most impressive thing you can do in an interview is ask intelligent questions at the end. This is your last chance to leave an impression on your interviewer-show them you know what you?re doing. Even more important, this is your chance to see if you want to work there. Remember, you are interviewing this school just as much as they are interviewing you. If they answer your questions in way that don?t match your philosophy, there is a chance you won?t find your fit in their building. I write these pre-proposed questions on a notepad that I keep in a nice leather-bound notebook. This way, when it comes time to end the interview, I can reference the questions. I also use this pad to write down notes during the interview-especially if another question comes in my mind throughout the questioning. This is your chance to put your interviewer in the hot seat, don?t be afraid to do this; it?s impressive and shows confidence.

5. Look the part.

Wash your hair. Brush your hair. Wear deodorant-you?re going to sweat. Don?t over-do it with accessories. Wear a suit, a full suit, with panty hose. Lean on the conservative side when it comes to dress. Don?t let your hair hang in your face. In fact, don?t touch your hair from the moment you leave your car. Make sure you?re make up doesn?t scream, ?Pornstar.? Your first impression is the way you look, and even though it?s not the only impression, it holds a lot of importance because they will remember you for it.

6. Be yourself.

Don?t try to hard to impress the school. If you are yourself, they should like you. If you are the best candidate for the job, and you?re being yourself, it?s a win-win situation for everyone. If you?re yourself and the school doesn?t think you?re the best fit, they are doing you a favor. You don?t want to work somewhere that doesn?t appreciate you, your style, your philosophy, and your methods.

7. Be early.

Shoot to be at least 30 minutes early. There is a chance you will get a chance to glimpse your competition as they leave their interview. Also, it gives you a chance to chat it up with the secretaries. You want the secretaries to like you; they are usually pretty tight with the principals.

8. Use your portfolio

Yes, you should have a portfolio. In this portfolio you should have you personal information (resume, etc), example lesson plans (that show different types of lessons), examples of different assessments, evaluations from students, letters of recommendation, and maybe even pictures of your classroom. But don?t waste your time putting together this professional perfection unless you are going to use it. I always kept my portfolio in a three-ring binder so I could remove the part of the portfolio I was referencing and pass it around the table without dragging my whole binder with it. I also make a copied, binded portfolio at UPS and leave it with the school after the interview. When doing this, be sure that it is perfect. No pressure.

9. Write a thank you note.

At the beginning of the interview, be sure to write down the names of everyone in the room. Just a last name is fine, because then you can find their first name and spelling on the school?s website afterwards. Once you know the name and spelling, you need to write a hand-written, specific thank you note. This needs to be done immediately when you get home. In a perfect world, you would get it to the post office so it goes out that same day. This way, it will get back to the school as soon as possible. You might even consider writing a thank you note to the secretary, based on how helpful or patient she was with you.

10. Make eye contact.

Make eye contact with every person you come across. The parent in the parking lot. The student holding the door. The secretary behind the computer that doesn?t even look at you. The teacher checking her mailbox. And obviously, the person asking the questions. Also, remember you are on your interview from the moment you leave your car. There is a good chance the principal?s office is facing the parking lot, and you wouldn?t want him or her to catch you picking your wedgy as you walk up the sidewalk. Be on your best game from the moment you close that car door to the moment it shuts behind you.

All of these suggestions are merely that, suggestions. But I have used these strategies and rules on many occasion and they have brought me success. I currently work in a district that understands me and respects me as a young professional. I feel like my strong interview skills only mirror my strong teaching skills-which is all you can hope for in an interview. Be yourself, and you can?t go wrong.

The Obama administration pressed Beijing on Thursday to accept a code of conduct for resolving territorial disputes in the resource-rich South China Sea, a difficult U.S. mediation effort that has faced resistance from the communist government ? although it has endeared the U.S. to once-hostile countries in Southeast Asia.

U.S. Secretary of State Hillary Rodham Clinton met with Chinese Foreign Minister Yang Jiechi on the sidelines of the Association of Southeast Asian Nations' annual conference.

Sitting across from each other at a long table in a grand hall with chandeliers, Clinton stressed the different ways Washington and Beijing are cooperating. Yang spoke of building an even closer U.S.-Chinese relationship. Neither side spoke about the South China Sea while reporters were allowed in the room.

Several Asian governments have expressed worry about China's expansive maritime claims. Tensions have threatened to boil over in recent months, with a standoff between Chinese and Philippine ships and sharp disagreements between China and Vietnam.

China claims virtually the entire area and has created an entirely new city to administer it, sparking deep concern from rival claimants. The sea hosts about a third of the world's cargo traffic, has rich fishing grounds and is believed to store vast oil and gas reserves.

"The United States has no territorial claims there and we do not take sides in disputes about territorial or maritime boundaries," Clinton told foreign ministers gathered in Cambodia's capital. "But we do have an interest in freedom of navigation, the maintenance of peace and stability, respect for international law and unimpeded lawful commerce in the South China Sea."

Later Thursday, Clinton told delegates the U.S. was "intensely focused" on how countries were handling the different claims, singling out "confrontational behavior" in the disputed Scarborough Shoal off the northwestern Philippines, including the denial of access to other vessels. The actions she cited were China's, though she didn't mention the offending country by name.

According to Filipino officials, at different points earlier this year the Chinese attached fishing nets to ropes held by buoys to block entry to the sprawling lagoon at Scarborough Shoal, or tied several dinghies together with ropes. One official said the barriers were washed away by waves in recent storms. The officials spoke on condition of anonymity because the sensitivity of the issue.

"None of us can fail to be concerned by the increase in tensions, the uptick in confrontational rhetoric and disagreements over resource exploitation," Clinton said. "We have seen worrisome instances of economic coercion and the problematic use of military and government vessels in connection with disputes among fishermen. There have been a variety of national measures taken that create friction and further complicate efforts to resolve disputes."

ASEAN's 10 members announced earlier this week that they have drafted a set of rules governing maritime rights and navigation, and procedures for when governments disagree. But China is not a member of the group and hasn't agreed to anything.

The ASEAN countries are presenting their proposal to China at this week's conference in Cambodia's capital, though Beijing will probably want to water down any language that ties its hands.

Clinton said the tensions "underscore the need for agreement among all parties on rules of the road and the establishment of clear procedures for addressing disagreements," still an elusive objective a decade after Southeast Asian countries adopted it as their goal.

"We now look to ASEAN and China to make meaningful progress toward finalizing this code," Clinton added. She also suggested countries consider joint oil and gas exploitation in unresolved territories or other "creative ways" to avoid conflict.

A senior administration official said Yang, in his discussion with Clinton, cautiously signaled China's willingness to negotiate with other Asian nations on the code. The talks could start as early as September, said the official, who briefed reporters on the meeting on condition of anonymity.

Meanwhile, disagreements among ASEAN's members on Thursday were still holding up a concluding document for this year's meeting. How to address the Philippines' and Vietnam's disputes with China remained issues of contention, U.S. officials said.

For the United States, the difficult diplomacy ahead could be a major test of the Obama administration's efforts to "pivot" American power toward the world's most populous continent. Just speaking out on the subject already has helped the U.S. deepen ties with Vietnam, and relations are warming with other governments in the region.

But countless meetings between American and Chinese officials have not led to progress on a lasting solution.

Various longstanding disputes among China, the Philippines, Vietnam, Taiwan, Malaysia and Brunei involve the area's busy sea lanes, and many observers fear the complicated web of disputes could spark a violent conflict.

The standoff between China and the Philippines in the Scarborough Shoal began in April when the Philippines accused Chinese fishermen of poaching in its exclusive economic zone, including the shoal. During the tensions, both sides sent government ships to the area though both have since withdrawn vessels.

Vietnam has protested a recent announcement by the China National Offshore Oil Corp. opening nine oil and gas lots for international bidders in areas overlapping with existing Vietnamese exploration blocks. Samsung's Stephen Woo to kick off day two of CES with keynote

You might be thinking, "it's too early to be talking about CES," and we wish you were right, but you're not. January's consumer electronics extravaganza is inching closer, plans are already being laid and Samsung President Stephen Woo is filling in appointments in his calendar. The most important of those will be his keynote that's set to kick off day two of the festivities in Vegas. The talk will largely focus on the little things, and we don't mean unimportant things, we mean components. All those tiny slivers of silicon that make your gadgets go are really what is pushing the industry forward and Samsung is a major player -- pumping out processors, memory, SIMs and camera sensors. The former Bell Labs and Texas Instruments employee will bring his 20-plus years of experience to bear on a vision of the future, presumably powered by Sammy's chips. Will he also unveils something new... perhaps a next gen smartphone CPU? We'll just have to wait and see. Guess it's time to start booking those flights.

The HP 2011xi ($189.99 list) is the latest affordable IPS (in plane switching) monitor to hit the market, following the LG IPS236V ($259.99 list, 4 stars) and, more recently, the Asus VS229H-P ($160 list, 4 stars). IPS technology is known for its deep, rich colors and wide viewing angles, and the 2011 xi gives you both, but it's not as energy efficient as its TN-based counterparts and it's missing a key video input. At $190, it is certainly a good deal for an IPS monitor, but the Asus VS229H-P has it beat.

Design and Features

With a slightly curved cabinet measuring 1.3 inches thick and rounded piano black bezels, the 2011xi is attractive without appearing too flashy. The 20-inch LED backlit screen has a maximum resolution of 1,600 by 900, which means it is limited to displaying HD content at 720p, and it has a non-reflective matte coating. A silver HP logo is embedded in the center of the lower bezel and to its right are four clearly labeled function buttons and a power switch that glows blue when the power is on.

The cabinet weighs 7 pounds and sits atop a rectangular piano black base with tilt capabilities. As with most affordable monitors, the 2011xi lacks pivot, height, and swivel adjustments. Around back are DVI and VGA connectors, but no HDMI, audio, or USB ports. In comparison, the Asus VS229H-P gives you VGA, DVI, and HDMI inputs as well as a headphone jack. Like the VS229H-P, the 2011xi does not have built-in speakers.

The OSD (on screen display) is intuitive and easy to navigate, making it a snap to adjust picture settings. Here you can tweak all the usual values including brightness, contrast, sharpness, and dynamic contrast ratio. There's also a setting for Video Overdrive that is supposed to help smooth out fast motion blurring, but I was unable to notice a difference whether it was on or off. Color temperature settings include Warm (5000k), Standard (6500k), Cool (9300k) and Custom (set your own RGB values). There are five picture modes (dubbed Quick View by HP), including Movie, Photo, Gaming, Text, and Custom. You can also choose between four gamma modes (Off, Low, Medium, or High) depending on your lighting environment.

Inside the box are VGA and DVI cables, a documentation CD, a cable management clip, and a warranty card. HP's one-year warranty is rather stingy compared to the three-year deal you'd get with other affordable monitors such as Acer's S230HL ($189 list, 3 stars) and NEC's AS221WM ($189 list, 3.5 stars).

Performance

The 2011xi's IPS panel performed as expected, delivering rich colors and good grayscale performance. While not as accurate as the more expensive professional-grade IPS models like the NEC PA241W ($1,049 list, 4 stars), the 2011xi did a good job of reproducing dark and light swatches on the DisplayMate 64-Step Grayscale test, with just a slight trace of compression at the dark end of the scale. Colors were robust and evenly saturated with no evidence of tinting or banding in the Color Scales test.

Small fonts set to 6 points were very clean and well-defined. When set to a smaller size (5.3 points) they were still completely legible but not quite as crisp; lower case e and a characters were filled in at the top. IPS panels are known for their excellent viewing angles, and the 2011xi did not disappoint. Color fidelity remained good when viewed from any angle, and, unlike most TN panels, there was no loss of luminance.

The 2011xi uses an e-IPS panel, an inexpensive iteration of IPS technology that requires less power than its more expensive S-IPS and H-IPS brethren. Still, it can't match the energy efficiency of panels that use TN technology. The 2011xi used 25 watts of power during my tests, which is a tad high for a 20-inch panel. The TN-based Lenovo LS2421p Wide ($219.99 direct, 4 stars) required only 16 watts and has a larger 24-inch screen. The CCFL backlit NEC AS221WM has a 22-inch panel and it also uses 25 watts, but it offers an ECO mode that brings that down to 18 watts while maintaining an acceptable brightness level.

Conclusion

With the HP 2011xi you get the benefits of IPS technology, including great color fidelity, excellent viewing angles, and better grayscale reproduction than you'll get from just about any TN panel in this price range, without spending a fortune. However, it comes up short in other areas, most notably the lack of an HDMI port and a relatively stingy warranty. If the lack of an HDMI port is a deal breaker, the Asus VS229H-P has one. It also has a larger screen with a higher resolution and it costs less than the 2011xi, which is why it remains our Editors' Choice for budget monitors.
