NBA fines Spoelstra $25,000 for comments

The NBA fined Miami coach Erik Spoelstra $25,000 on Friday for "critical public comments" about officiating in the Eastern Conference series with Indiana.

Spoelstra made the comments before Miami's shootaround Thursday in Indianapolis, hours before the Heat beat the Pacers in Game 6 to win the series. Spoelstra was quoted by several media outlets saying the NBA "does not have a problem" with Indiana committing hard fouls on Heat stars LeBron James and Dwyane Wade.

Spoelstra told reporters he counted more than 12 instances where Heat players were struck in the face by the Pacers this season.

Miami had two players suspended for Game 6 for flagrant fouls. Indiana's Tyler Hansbrough was not suspended for a flagrant he committed against Wade, opening a cut over the Miami guard's right eye.

AP: Churches to raise money to fight gay marriage

PORTLAND, Maine (AP) ? Scores of Maine churches will pass the collection plate a second time at Sunday services on Father's Day to kick off a fundraising campaign for the lead opposition group to November's ballot question asking voters to legalize same-sex marriages.

Between 150 and 200 churches are expected to raise money for the Protect Marriage Maine political action committee, said Carroll Conley Jr., executive director of the Christian Civic League of Maine evangelical organization and a member of the PAC. Conley is also trying to drum up support for the Maine campaign from religious leaders from around the country.

It's unusual, but not unheard of, for churches to take up collections for political causes. Maine's Catholic diocese says it raised about $80,000 with a designated collection in 2009 in its effort to overturn Maine's same-sex marriage law, which was passed by the Legislature that year and later rejected by voters. The Catholic church isn't actively campaigning this time, instead focusing on teaching parishioners about the sanctity of marriage between a man and a woman Father's Day, June 17, seemed an appropriate time to kick off this year's fundraising campaign because of the day's focus on family, Conley said. Additional collection-plate offerings at churches are expected in the months ahead.

"The messaging we're using is that those who are seeking to redefine marriage in Maine believe there's no difference between moms and dads," Conley told The Associated Press. "We believe those differences are relevant. We don't think the differences in the genders are societally imposed roles, and we believe that children benefit when they're in that ideal environment where there's a mom and dad."

Protect Marriage Maine has been in contact with about 800 churches across the state and expects 150 to 200 to participate in the Father's Day collections, Conley said. They include Methodist, Baptist, Pentecostal, Nazarene, Church of God, Wesleyan, Evangelical Free, Advent Christian and other denominations.

While many churches are joining the campaign against the referendum, others of various denominations are working to support the ballot measure.

Some churches have hosted phone banks where congregation members have made calls in favor of the referendum, said the Rev. Sue Gabrielson, the minister at the Sanford Unitarian Universalist Church. Other churches have held educational forums and training sessions on door-to-door canvassing.

The referendum, she said, is about inclusion, a "loving God" and being nonjudgmental and compassionate.

"What we want is for people to know that this is a religious issue," she said.

Episcopal Bishop Gene Robinson of New Hampshire, who created an international uproar when he became the first openly gay bishop in the Anglican church in 2003, is coming to Maine in early June on behalf of the campaign in support of gay marriage. He will appear at three screenings of the film "Love Free or Die," which depicts his life, in Portland, Lewiston and Ellsworth.

Churches in Maine and elsewhere have raised money from parishioners for political campaigns in the past on issues including gay rights, doctor-assisted suicide, abortion and gambling.

Federal law prohibits churches and other 501(c) (3) charitable organizations from supporting or opposing candidates running for office, either through financial contributions or endorsements, said Brent Walker, executive director of the Baptist Joint Committee for Religious Liberty, a Washington advocacy group that supports separation of church and state.

"But they can, with near impunity, support issues and causes, including same-sex marriage referenda," Walker said.

Supporters of Maine's ballot question have said they expect to raise $5 million or more for their campaign. Opponents have said they expect to raise far less, but collection plate offerings will go a long way toward helping fund the campaign, Conley said.

Conley has been in Washington, D.C., this week at a pastors conference organized by the conservative Family Research Council. There, he met with other gay marriage opponents from Minnesota, Washington and Maryland, where same-sex marriage ballot initiatives are being debated.

Minnesota will decide in November whether a ban on gay marriage should be part of the state constitution. Maryland and Washington are expected to have ballot measures seeking to overturn same-sex marriage laws that were recently passed by their legislatures.

Conley's also seeking endorsements from well-known pastors who might be willing to record video and audio clips that can be played at churches taking part in Maine's collection-plate drive, he said. Those clips would also be sent to the state's Christian radio stations as public service announcements.

Conley said he realized churches should play a central role in the Maine campaign after being in North Carolina earlier this month when voters approved an amendment to the state constitution affirming that marriage may only be a union of a man and a woman.

"I was impressed with the coordination I saw among the faith community in North Carolina," he said.

'Ring of Fire' eclipse delights millions in Asia, US (+video)

A solar eclipse was visible to millions Sunday when the moon hid the sun, creating a 'ring of fire.' It was the first annular eclipse seen in Japan since 1839, and it was broadcast live on TV.

From a park near Albuquerque, to the top of Japan's Mount Fuji, to the California coast the effect was dramatic: The moon nearly blotting out the sun creating a blazing "ring of fire" eclipse.

Millions of people across a narrow strip of eastern Asia and the Western U.S. turned their sights skyward for the annular eclipse, in which the moon passes in front of the sun leaving only a golden ring around its edges.

The rare lunar-solar alignment was visible in Asia early Monday before it moved across the Pacific ? and the international dateline ? where it was seen in parts of the western United States late Sunday afternoon.

People from Colorado, Oklahoma and as far away as Canada traveled to Albuquerque to enjoy one of the best vantage points at a park on the edge of the city.

Members of the crowd smiled and cheered and children yelled with excitement as the moon crossed the sun and the blazing halo of light began to form. Some watched the eclipse by placing their viewing glasses on the front of their smartphones.

Eventually, the moon centered and covered about 96 percent of the sun.

"That's got to be the prettiest thing I've ever seen," said Brent Veltri of Salida, Colorado.

Elsewhere, viewing parties were held at observatories in Reno, Nevada, and Oakland, California, while skywatchers gathered in coastal and forest counties in California. In some areas, special camera filters for taking photographs have been sold out for weeks in anticipation of the big event.

The eclipse was broadcast live on TV in Tokyo, where such an eclipse hasn't been visible since 1839. Japanese TV crews watched from the top of Mount Fuji and even staked out a zoo south of Tokyo to capture the reaction of the chimpanzees ? who didn't seem to notice.

Eclipse tours were arranged in Japan at schools and parks, on pleasure boats and even private airplanes. Similar events were held in China and Taiwan as well, with skywatchers warned to protect their eyes.

A light rain fell on Tokyo as the eclipse began, but the clouds thinned as it reached its peak, providing near perfect conditions.

Groups Rip sugar alcohol labels | Cordero Ecologico Blog

A pint of beer is more than one standard drink, said JT Griffin, MD, former president of the National Association of Doctors, a group of African-Americans and other minority physicians.U. Dietary Guidelines encourage men not to exceed two standard drinks per day and women no more than one. But groups of health regulators said a proposed label appears standard drink size to help consumers to meet recommended daily consumption of alcohol.

It is not standardized, consumers have something to prove, said Christopher Waldrop, Director of the Consumer Federation of America Food Policy Institute. The only consumer product label is missing an alcoholic beverage.

Tuesday, the group said to give consumers more information about the size standards and help to prevent excessive alcohol content and protect public health. But Resnick said the TTB, which is part of the U. Department of the Treasury, only requires that the labels of alcohol are accurate, truthful and not misleading.

It is not without controversy, and agrees to consider all the interests at stake here, he said. No public health mandate

The Distilled Spirits Council, a trade group of the industry, issued a statement supporting stricter labeling for alcoholic beverages.

Knowing how much alcohol is in a serving of beer, wine or spirits and how alcohol is linked to a standard drink helps consumers make responsible drinking decisions, Peter H. Cressy, president of the group, said in the statement.

The TTB first began to consider the nutritional labeling of alcoholic beverages in 1970, but the regulation was never finalized as presidents came and left the White House.

The call comes as federal regulators are mulling a request for 30 years, the demand for beer, wine, spirits and labels to inform consumers on alcohol content, calories and carbohydrate content.

PRESIDENT OBAMA: I'm going to call on Jake Tapper because Jake, the - Jay Carney told me that you've been talking to some of our troops in Afghanistan and, since so much of the topic of this summit has been on Afghanistan, obviously none of this would be working were it not for the extraordinary sacrifices that they're making. So -

TAPPER: Thanks, Mr. President. I appreciate it. Yeah, I put out an invitation for some troops and their families that I know, and I'll just give you two or three of them. Mr. President, "if this handoff and withdrawal prove premature, what plans are in place for dealing with an Afghanistan that's fallen apart or is possibly, again, under Taliban rule?" And I'll just do one more. "Do you feel that the reporting you receive from the Pentagon fully represents what the on-ground commanders assess? Is there any disconnect between what leaders feel the public and president want to hear versus what is actually occurring on the ground?" These are from troops I've met who served in Nuristan Province.

PRESIDENT OBAMA: Yeah. Let - let me take the second question first. I mean, I think that one of the things that I emphasize whenever I'm talking to John Allen or the Joint Chiefs or any of the officers who are in Afghanistan is, I can't afford a whitewash.

I can't afford not getting the very best information in order to make good decisions. I should add, by the way, that - that the danger a lot of times is not that anybody's purposely trying to downplay challenges in Afghanistan. A lot of times it's just the military culture is, we can get it done. And so their thinking is, "how are we going to solve this problem," not "boy, why is this such a disaster?"

That's part of the reason why we admire our military so much and we love our troops, because they've got that can-do spirit. But - but I think that we have set up a structure that really tries to guard against that, because even in my White House, for example, I've got former officers who have been in Afghanistan, who I will send out there as part of the national security team of the White House, not simply the Pentagon, to interact and to listen and to go in and - and - and talk to the captains and the - and the majors and the corporals and the privates, to try to get a sense of - of what's going on. And I think the reports we get are relatively accurate in these sense that there is real improvement in those areas where we've had a significant presence.

You can see the Taliban not having a foothold, that there is - that there is genuine improvement in the performance of Afghan national security forces. But the Taliban is still a robust enemy and the gains are still fragile, which leads me then to the second point that you've made, in terms of premature withdrawal. I don't think that there's ever going to be an optimal point where we say this is all done, this is perfect, this is just the way we wanted it, and now we can, you know, wrap up all our equipment and - and go home. There's a process, and it's sometimes a messy process, just as it was in Iraq.

But think about it. We've been there now 10 years. We are now committing to a transition process that takes place next year, but the full transition to Afghan responsibility is almost two years away. And the Afghan security forces themselves will not ever be prepared if they don't start taking that responsibility. And frankly, the large footprint that we have in Afghanistan, over time, can be counterproductive. We've been there 10 years, and I think, you know, no matter how much good we're doing and how outstanding our troops and our civilians and diplomats are doing on the ground, 10 years, in a country that's very different, that's a strain, not only on our folks but also on that country, which at a point is going to be very sensitive about its own sovereignty. So I think that the timetable that we've established is a sound one, it is a responsible one. Are there risks involved in it? Absolutely. Can I anticipate that over the next two years there are going to be some bad moments along with some good ones? Absolutely.

But I think it is the appropriate strategy whereby we can achieve a stable Afghanistan that won't be perfect, we can pull back our troops in a responsible way, and we can start rebuilding America and making some of the massive investments we've been making in Afghanistan here back home, putting people back to work, retraining workers, rebuilding our schools, investing in science and technology, developing our - our business climate. So - but there are going to be challenges. The one thing that I'm - I'm never doubtful about is just the amazing capacity of our troops and their morale. You know, last - when I was in Bagram just a couple of weeks ago, the fact that you still have so much determination and stick-to-it-ness and professionalism, not just from our troops, but from all our coalition allies, all of ISAF, is a testament to them. It's extraordinary. And - and we're very proud of them.

Insight: China pays high price to spare state firm from bankruptcy

WEIFANG, China (Reuters) - The Chinese official was adamant the city of Weifang would keep its rayon factory open, noting that local authorities had just stepped in to help the plant's owner repay $60 million in commercial paper.

The bailout averted what would have been China's first ever bond default and was good news for domestic bond investors, who were reassured that in China even mid-sized state-owned firms can count on "too-big-to-fail" treatment.

But for the long term, the opaque, politically driven rescue of Shandong Helon Co bodes ill for a country that must rely heavily on small, private-sector firms for future growth, as investments in infrastructure and basic industry yield diminishing returns.

Private firms, already crowded out of funding markets, will struggle even more to get credit after the bailout sent a clear message to investors that state companies are the safest bet.

"We strongly support the company," said the Weifang official, who gave only his surname Wei, as he discussed the Helon case over a lunch of chicken's feet soup, sweet green radishes and copious amounts of Chinese white liquor.

"The government definitely won't let them go bankrupt."

Officials at the Weifang propaganda office, which handles publicity for the city, confirmed that the local government had ensured Helon could pay off 400 million yuan ($63.3 million) in commercial paper on schedule last month, although they declined to give details.

The rescue notwithstanding, the synthetic fiber maker's ordeal resembled a bankruptcy in everything but name. The hallmarks were all there: a sea of unpaid debts, a contest between creditors over who gets paid, and a potential takeover by stronger rivals.

But there were no bankruptcy court judges or rules on credit seniority at work - just politicians making backroom deals with banks and others to ensure the company remained in operation and their own reputations remained intact.

"I especially object to the way the Helong case was handled," Wu Xiaoling, a former central bank vice-president, told a forum in Shanghai earlier this month.

"In my opinion, they should have let the bondholders shoulder the risk."

ERSATZ BANKRUPTCY

The Helon case flouted the principle of credit seniority, turning the usual order for creditors' claims on its head.

After a nail-biting process fraught with rumors and media speculation of an imminent default, creditors holding Helon's unsecured commercial paper - which carried a coupon of 5.8 percent but was yielding close to 400 percent in early April - were paid off in full when it matured on April 15.

But company filings show 919 million yuan in overdue bank loans to the company were still outstanding as of April 11.

"It seems odd if the company is only repaying the CP but not the other debt," said Shi Lei, vice-director of fixed-income at Ping An Securities.

Such bailouts reinforce the preferential access to credit enjoyed by state firms, which analysts say makes it harder for China to channel credit to the more efficient private-sector companies that could secure future economic growth.

"It has a bit of crowding out effect," said Zhang Zhiming, head of China research for HSBC in Hong Kong.

"Anything related to government - particularly local government - they were under stress prior to this. Now, people are betting they're not going to go under, at least this year. At the same time, anything pure private, without government affiliation, people will be more skeptical," Zhang said.

Bond investors have begun noticeably to look beyond credit ratings, favoring debt from state companies compared to similarly rated paper from private firms, he said.

This staunches the flow of capital to the private sector, which analysts say can put the funds to better use.

"You've got basically 10 times the amount of credit going to the state sector as to the private sector to produce the same amount of output," said Fraser Howie, chief executive of brokerage CLSA in Singapore.

Known in China for its annual kite festival and green radishes that can reach the size of a human forearm, Weifang - like many newly prosperous Chinese cities - boasts wide tree-lined highways and a new stadium and convention centre.

For the local government in this city of 4.3 million, also home to diesel engine maker Weichai Power and Weifang Yaxing Chemical , the spectacle of a very public bond default by Helon would have opened a Pandora's box.

They ended up diverting considerable resources to a company that, having overextended itself by moving into property and cargo port development during high-growth periods, fell into distress when high resource prices pressured its core business making rayon and other fibers for clothing and industrial uses.

In May, the chairman of the board, the board secretary, and several company directors resigned as reports emerged of huge losses at the company. The Shenzhen Stock Exchange warned on April 23 it may de-list Helon, since the company had reported net losses for two consecutive years.

WAKE-UP CALL

The Weifang government, which owns 16 percent of Helon via its investment arm and is its biggest shareholder, has committed 1.7 billion yuan in loan guarantees, payments to contracted management companies and other forms of aid, the official China Securities Journal said in late March, citing an unnamed source.

The bailout also further put off a badly needed, if painful, wake-up call for China's bond investors to start taking credit risk seriously - which would help to develop the sort of credit risk culture needed for a bond market that could efficiently provide financing to small and mid-sized private sector firms.

And while a formal bankruptcy could have shut down the factory and threatened the livelihood of Helon's 8,700 employees, analysts say the company still produces high-quality, globally competitive products and a bankruptcy may have left it stronger in the end, by easing its debt burden.

But officials had little incentive to take the long view.

With a once-in-a-decade political transition scheduled for this October, stability is the dominant theme of official pronouncements on almost every topic.

Lenders and suppliers, shunted to the back of the queue for repayment, could not have been pleased with the special treatment given to unsecured bondholders, however, and 14 have sued Helon since January seeking repayment of loans or unpaid receivables.

Although several creditors won court judgments ordering the company to pay its debts, lawyers said they have little recourse to actually collect without forcing the company into bankruptcy. And even if they were willing to go that route, they would be unlikely to succeed without the support of the local government.

"Even if a Chinese bank wanted to try to petition for bankruptcy on a creditor claim, my strong suspicion - especially if it's a high-profile situation - is that the court is unlikely to accept the petition unless the relevant local government is prepared to let this happen," said Neil McDonald, a Hong Kong-based partner at law firm Hogan Lovells, who is currently working on the bankruptcy of Sino-Forest Corp.

In such cases, McDonald says, the government prefers to negotiate outside of court, creating an opaque and potentially arbitrary process.

The treatment of individual banks' claims in the Helon case has often been less than clear.

China Merchants Bank and China Everbright Bank Co Ltd late last month abruptly withdrew lawsuits filed against Helon earlier this year seeking repayment of more than 300 million yuan in overdue loans, a company filing showed.

The announcement gave no details about whether the banks had been repaid.

BANKS IN COURT

Shenzhen Development Bank Co Ltd is still pressing its claim in court.

In early March, the bank won a court judgment freezing 70 million shares of Helon stock that was mortgaged to the bank to secure a loan of around 100 million yuan.

"We don't think they will have money to pay for the loans, but just hope the company that eventually takes control of Helon will buy the shares once we have them in hand," said a source at Shenzhen Development Bank.

Helon refused repeated requests for an interview to discuss its circumstances. China Merchants and China Everbright declined to comment on the law suits.

It would have been difficult for Helon or the Weifang authorities to negotiate any arrangements with Helon's bondholders, who unlike the locally based bank creditors were a diffuse group of investors from around China whom city officials would find difficult to persuade to accept a delay in payment on the commercial paper.

A better solution, from the government's perspective, was to take care of the bondholders immediately, while pressuring local banks to be patient, analysts say.

But a long-term solution to Helon's troubles - a takeover by a stronger state-owned firm - has eluded Weifang officials.

They have been using short-term management agreements with would-be rescuers and ad hoc cash injections in the meantime to maintain production and keep workers employed.

The unlisted parent company of Shenzhen- and Hong Kong-listed Chenming Paper signed a one-year management agreement with the city in May of last year, but then backed out three months later.

The same day that Chenming withdrew, Helon announced that it had launched negotiations with China Hi-Tech Group , a central government-owned textiles conglomerate, over a possible restructuring.

But in November, Helon said those negotiations had made no substantial progress and announced plans for a contract management agreement with a special-purpose vehicle to be established by the Weifang government.

The World Bank says more than one in four of China's state firms lose money. It also cites studies showing that average return on equity - even for state firms that do turn a profit - is lower than for the non-state sector.

As China's economy slows and the cost of capital rises, the inefficiency of many state firms may again become a burden on the state, pulling investment away from areas of the economy where it could be more productive.

But life at the Helon factory goes on as before. The plant operates around the clock. Workers trickle out of the factory gate looking worn out from a day's work but showing little sign of worry over the company's future.

"They've been talking about bankruptcy for years," says a worker clad in a standard-issue blue uniform as she heads towards a company dormitory.

"But the factory is still here. And I've been paid on time every month."
