The HTC One 'Google Edition' is official!

HTC One with Nexus User Experience arriving June 26 for $599

It's been reported since last week, but now it's official -- in addition to the the 'Google Edition' Samsung Galaxy S4, Google will offer an HTC One running its 'Nexus user experience' software -- that's vanilla/stock Android to the rest of  us.

Android boss Sundar Pichai revealed the news on-stage at the D11 conference, saying it runs the same core UI as Nexus devices. The 'Google Edition' HTC One, he says, will hit Google Play on June 26, priced at $599. It'll run on AT&T and T-Mobile in the U.S. Pichai also mentioned that the Nexus line will continue alongside these 'Google Edition' handsets.

So now that it's all official, who's planning on picking up Google's HTC One? Or will you be sticking with the HTC version, or even the Google Edition GS4? Share your thoughts down in the comments!

Update: Google's Hugo Barra has followed up with an official render, and says the HTC One with Nexus User Experience will come with Beats Audio. HTC's official statement on the device confirms the launch date, and the fact that it ships with Android 4.2.2 and will get updates straight from Google.

Bad Santa 2 Gets a New Writer/Director

Do we need a sequel to Bad Santa? The lengthy development time suggests no, but one is threatening to show up one of these days because there's a new attempt to get it going.

Last year, we heard Steve Pink was in talks to rewrite and direct Bad Santa 2, but, apparently, no deal was made. Now, Deadline has learned Entourage's Doug Ellin will take a crack at John Rosenthal's script and will direct the movie for Miramax.

Should it happen, Billy Bob Thornton is expected to reprise his role as a con man named Willie. According to the report, Thornton wants to make Bad Santa 2 in the fall after he's done with London Fields, but there may be some complications should Entourage, a movie Ellin is attached to direct, gets the greenlight around the same time because Ellin may want to do that one over Bad Santa 2.

In any case, Ellin has already started work on the script, and, if everything goes well, the movie will be shooting in the fall, for better or worse.

The first movie was made for a reported $23 million, but took in over $76 million at the global box office. Not bad for an R-rated comedy. That huge return is a large part of why they want to make the sequel, but they may find it's not so easy capturing lightning in a bottle twice.

American woman dies fighting for Syrian rebels

(Reuters) - A 33-year-old Michigan woman and convert to Islam has been killed in Syria while fighting with opposition forces against the government of President Bashar al-Assad in the country's civil war, her family said on Thursday.

The woman's aunt told Reuters that the FBI had informed her on Thursday afternoon of the death of her niece, Nicole Mansfield of Flint, but said she did not have the details of how she died.

"I'm just devastated," said the aunt, Monica Mansfield Speelman. "Evidently, she was fighting with opposition forces."

Speelman said Mansfield, a single mother of an 18-year-old daughter, had converted to Islam about five years ago but that she did not know when her niece had traveled to Syria.

"I didn't think she would stoop that low to go over there and try to harm anybody," Speelman said of her niece, who she said had worked at a group home.

A U.S. State Department official, speaking on condition of anonymity, had earlier told Reuters that Washington was working via the Czech Republic mission in Syria to get more information.

"As we do in all such cases, we are working through our Czech protecting power in Syria to obtain more information, and we appreciate the efforts of the Czech mission on behalf of our citizens," the official said. He added that U.S. authorities could not comment further "because of privacy considerations."

Paper could be basis for inexpensive diagnostic devices

May 29, 2013 ? Paper is known for its ability to absorb liquids, making it ideal for products such as paper towels. But by modifying the underlying network of cellulose fibers, etching off surface "fluff" and applying a thin chemical coating, researchers have created a new type of paper that repels a wide variety of liquids -- including water and oil.

The paper takes advantage of the so-called "lotus effect" -- used by leaves of the lotus plant -- to repel liquids through the creation of surface patterns at two different size scales and the application of a chemical coating. The material, developed at the Georgia Institute of Technology, uses nanometer- and micron-scale structures, plus a surface fluorocarbon, to turn old-fashioned paper into an advanced material.

The modified paper could be used as the foundation for a new generation of inexpensive biomedical diagnostics in which liquid samples would flow along patterns printed on the paper using special hydrophobic ink and an ordinary desktop printer. This paper could also provide an improved packaging material that would be less expensive than other oil- and water-repelling materials, while being both recyclable and sustainable.

"Paper is a very heterogeneous material composed of fibers with different sizes, different lengths and a non-circular cross-section," said Dennis Hess, a professor in the Georgia Tech School of Chemical and Biomolecular Engineering. "We believe this is the first time that a superamphiphobic surface -- one that repels all fluids -- has been created on a flexible, traditional and heterogeneous material like paper."

Research leading to development of the superamphiphobic paper has been supported by the Institute for Paper Science and Technology (IPST) at Georgia Tech. Details were published online May 24 in the journal ACS Applied Materials & Interfaces.

The new paper, which is both superhydrophobic (water-repelling) and super oleophobic (oil-repelling), can be made from standard softwood and hardwood fibers using a modified paper process. In addition to Hess, the research team included Lester Li, a graduate research assistant, and Victor Breedveld, an associate professor in the School of Chemical and Biomolecular Engineering

Producing the new paper begins with breaking up cellulose fibers into smaller structures using a mechanical grinding process. As in traditional paper processing, the fibers are then pressed in the presence of water -- but then the water is removed and additional processing is done with the chemical butanol. Use of butanol inhibits the hydrogen bonding that normally takes place between cellulose fibers, allowing better control of their spacing.

"The desirable properties we are seeking are mainly controlled by the geometry of the fibers," Hess explained.

The second step involves using an oxygen plasma etching process -- a technique commonly used in the microelectronics industry -- to remove the layer of amorphous "fluffy" cellulose surface material, exposing the crystalline cellulose nanofibrils. The process thereby uncovers smaller cellulose structures and provides a second level of "roughness" with the proper geometry needed to repel liquids.

Finally, a thin coating of a fluoropolymer is applied over the network of cellulose fibers. In testing, the paper was able to repel water, motor oil, ethylene glycol and n-hexadecane solvent.

The researchers have printed patterns onto their paper using a hydrophobic ink and a desktop printer. Droplets applied to the pattern remain on the ink pattern, repelled by the adjacent superamphiphobic surface.

That capability could facilitate development of inexpensive biomedical diagnostic tests in which a droplet containing antigens could be rolled along a printed surface where it would encounter diagnostic chemicals. If appropriate reagents are used, the specific color or color intensity of the patterns could indicate the presence of a disease. Because the droplets adhere tightly to the printed lines or dots, the samples can be sent to a laboratory for additional testing.

"We have shown that we can do the operations necessary for a microfluidic device," Hess said. "We can move the droplet along a pattern, split the droplet and transfer the droplet from one piece of paper to another. We can do all of these operations on a two-dimensional surface."

For Hess, Li and Breedveld, creating a superhydrophobic suface was relatively straightforward because water has a high surface tension. For oils, which have a low surface tension, the key to creating the repellent surface is to create re-entrant -- or undercut -- angles between the droplets and the surface.

Previous examples of superamphiphobic surfaces have been made on rigid surfaces through lithographic techniques. Such processes tend to produce fragile surfaces that are prone to damage, Hess said.

The principal challenge has been to create high-performance in a material that is anything but geometrically regular and consistent.

"Working with heterogeneous materials is fascinating, but it's very difficult not just to control them, because there is no inherent consistent structure, but also to change the processing conditions so you can get something that, on average, is what you need," he said. "It's been a real learning experience for us."

The new paper has so far been made in samples about four inches on a side, but Hess sees no reason why the process couldn't be scaled up. Though long-term testing of the new paper hasn't been done, Hess is encouraged by what he's seen so far.

Warhol lawsuit settled in NY

NEW YORK (AP) ? A legal fight between the legendary rock band The Velvet Underground and the Andy Warhol Foundation is over.

Court papers made public on Wednesday said that a lawsuit brought by the band had been settled. The terms weren't disclosed.

The Velvet Underground sued last year after the foundation sold rights to the iconic banana design created by Warhol for its 1967 debut album for use on iPhone and iPad products.

The suit argued that the banana design had become a symbol of the band, and that the foundation had no right to license it.

Velvet Underground founders John Cale and Lou Reed were named as plaintiffs in the case.

We already knew that QR codes were popular in Japan, but they never quite took off in Western markets. However, they are finding new life in the world’s biggest market as consumers scan codes to find friends on Tencent’s WeChat messaging app or follow accounts on Sina Weibo. Google Taking ?Wireless Blimp Networks? To Africa And Beyond

Google is quietly working with telecommunications companies and governments in developing countries in a wide-ranging plan to vastly expand the reach of the Internet, using technologies including blimp- and satellite-based networks, according a report.

The search engine?s plans reportedly include the deployment of wireless networks in sub-Saharan Africa and Southeast Asia that would target potential users outside of large cities, as well as networks that would improve urban Internet speeds.

One billion new users

The project, coordinated by the ?access? unit of the company?s secret Google X lab and its non-profit arm Google.org, aims to connect at least one billion more people to the Internet, thus boosting demand for Google?s services and its advertising network, according to a Wall Street Journal report.

Google-Logo-On-WallThe plans derive from research driven by Google chief executive Larry Page into alternative methods for providing Internet access, and these plans have recently become ?more serious?, according to the report, which cited unnamed sources.

Google plans to retain at least some direct control over the envisioned access networks, the report said. Google has taken this approach to mobile devices in creating the widely-used Android operating system and acquiring Motorola Mobility, and is also building its own fibre-optic networks beginning with the Google Fibre project in the US state of Kansas.

Google has also moved into web access software with its popular Chrome browser and is developing a head-mounted access device called Google Glass.

Broad approach

The access strategy reportedly does not rely on a single technology, but aims rather to deploy different approaches depending on local conditions. The company is reportedly planning to work with local telecommunications firms and equipment providers, but it was unclear whether such alliances have already been formed.

The techniques Google is investigating reportedly include the use of balloonm or blimp-based platforms, for transmitting wireless signals across large areas and the creation of a satellite-based network. Google has filed patent applications related to such airborne systems in the past, including a 2000 application related to a ?high-altitude platform? used as the basis for a ?communications system?.

The search engine would like to use spectrum reserved for television broadcasts in some areas, and is in talks with governments in areas including South Africa and Kenya to bring about the regulatory changes that would allow it to use this spectrum, according to the report.

The company is also reportedly working to build low-cost, Android-based smartphones to connect to these planned networks.

Google declined to comment on the matter.

Google?s push to broaden Internet acccess has been accompanied by aggressive campaigning against organisations and regulations that it argues would limit access to its services.

The company continues to trial experimental access technology. For instance, in January Google sought the approval of the US? Federal Communications Commission for trials of an experimental wireless network using indoor and outdoor base stations to provide access over a two-mile radius.

It has disclosed plans to expand the Google Fibre network to locations including Austin, Texas and Provo, Utah, and last year held talks with US satellite TV provider Dish Network on building a wireless broadband network in the United States.

CAPITEC Bank CEO Riaan Stassen is a drummer, and his bank has played a tune that attracted many customers in recent years. But is the music coming to an end?

The group?s decision to dish out huge unsecured loans for longer periods, at a time when bad debt is breaking through new levels, has raised eyebrows among experts.

?They are taking a stab in the dark,? said one analyst. He cautioned that Capitec had never offered these type of loans before so it did not know its clients? willingness to repay these loans over prolonged periods or how the economy would perform in future.

Capitec financial director Andr? du Plessis wrote in the bank?s annual report, which came out this month, that loans repayable over longer than 12 months had grown 80% ? up sharply from 67% last year.

These longer loans attracted 347,000 new customers to the bank. By contrast, loans repayable in less than 12 months fell 19% during the year.

The Stellenbosch-based bank has been vocal in saying it will tighten its lending criteria ? but it has not done so noticeably, while its peers have.

Rival African Bank turned off the taps much earlier, and paid dearly for that decision, as its share price was pounded this week when the extent of bad debt in its loan book emerged.

This week, Mr Stassen repeated his bank?s commitment to being prudent, saying he did not foresee that his bank would continue lending as aggressively ?for the next two years?.

While other banks are treading carefully, Capitec lent a staggering R7.8bn to new customers ? a 58% jump on the previous year.

First Avenue Asset Management?s head of financials and retail, Matthew Warren, warned that Capitec?s ?way of dealing with a problem is to put it off and make it bigger?.

This approach contrasts with African Bank?s, which recently hiked provision for bad debts sharply, raising the alarm about a collapse in the unsecured lending market. African Bank started tightening its loans-granting procedure last year, which led to slower growth and higher bad debt as a percentage of its loans.

African Bank CEO Leon Kirkinis chose not to continue writing new loans to cover bad debt. As a consequence, it reported a 26% drop in its half-year earnings this week. It also cut the period of loans it granted.

Warren said Capitec?s extended loan terms were its response to pressure on its customers, while expanding earnings. Capitec had already grown its ?extended loan book? ? loans repayable within 61 months to 84 months ? to more than a third of new loan sales.

According to Mr Warren, it can only continue to behave like this as long as the economy performs reasonably. If there is a sudden slowdown, Capitec could be living on borrowed time.

His argument is based on the fact that loans granted between 2007 ? a year after the National Credit Act came into force ? to the middle of last year increased significantly.

But Mr Stassen told Business Times this week he did not believe Capitec was in the same position as African Bank as Capitec has made greater provision to cover bad loans.

Afena Capital portfolio manager Khaya Gobodo reckoned Capitec could afford to be more aggressive as it had made higher provisions as a buffer for bad debt.

But he echoed Mr Warren saying that if it turned out that Capitec was wrong in its reading of the credit market, it was likely to run into a tough time.

African Bank financial director Nithia Nalliah said his bank would not give more credit to customers just because rivals did. He was comfortable with the decision to tighten the taps and ?err on the side of caution?.

Afrifocus Securities research head Johann Scholtz said if Capitec shut off the taps completely it would put the entire sector at risk because no one would be able to borrow money to repay their existing loans.

If it was true that people were taking out new loans to repay old loans, as suggested, that would be worrying.

Capitec began as an unsecured lender, but in recent years grew its transactional banking side significantly, taking market share from the big banks.

But the jury is still out on the quality of its new customers.

Mr Warren believes that if Capitec had not been so loose in its lending criteria, it would not be gaining market share so quickly. ?It will pay for that in troubled loans,? he said.

Over the past five years, Capitec?s lending activities grew 30.5% a year, from R1.4bn to R3.9bn, while transactional fee income grew 65% to R2.1bn.

Last year, Capitec wrote off R1.7bn in bad debt ? sharply up from the R1bn previously. It also set aside R2.7bn as an ?impairment? for doubtful debt.

But because it continued to lend aggressively, this R2.7bn amounted to only 8.9% of its total R30.6bn lending book, up only marginally from 8.4%. Had Capitec shut off the taps like African Bank, it would have been another story entirely.

Had Capitec kept its loan book at the R18.4bn level it reached in February 2012, that R2.7bn impairment would have amounted to a rather more worrying 14.6% of its loans.

Nedbank?s CEO Mike Brown believes huge loans, paid over longer periods is ?a sign of froth?. Nedbank?s unsecured loans remained flat in the first quarter of this year ? a sign that the bank chose not to lend aggressively to this market.

Last year, Nedbank lifted provisions for unsecured loans by R330m.

Mr Brown said that as long as there were players willing to grant big loans for longer periods, the ?merry-go-round? would continue.

Part of the fallout in bad debt comes from labour unrest as more workers strike for higher wages.

At Capitec, for example, the mining industry makes up 7% of its loans book. Workers who ended up fired, docked pay or taking out huge loans in the expectations of giant pay increases found themselves unable to repay their microloans.

"Abuse" is an interpretation of mainstream society.

Some women (and men) seem to go from one abusive relationship to another. What do you think the reason for that is?

Because abusive people are often dominant and capable, or otherwise possess other desirable qualities, including those relating to abusiveness, and people are attracted to dominant and capable people, and people who possess desirable qualities.

A women may be attracted to an abusive man, for example, because his personality in general is desirable - dominant, tough, possibly charming, able to get what he (and thus she) wants, etc.

She will take abuse from a man like this, and understandably so. A woman knows that a man cannot simply turn off his dominant, aggressive, and thus attractive personality around her, and so she should expect some abuse. What makes him attractive also makes him abusive, so you take the bad with the good.

Same with men who are attracted to abusive women. They know they cannot have the good without the bad. Because the good and the bad are related. You take the whole package, or you get nothing.

Hammons, who actively led his company well into his 80s, died peacefully Sunday at a nursing home in Springfield, said Sheri Davidson Smith, a spokeswoman for John Q.?Hammons?Hotels & Resorts.

Hammons' first business ? a company that sold mortar-less bricks ? went bust in the late 1940s, saddling him with debt. He paid off that debt after two years and recovered to build housing subdivisions in southwest Missouri over the next decade before purchasing 10 Holiday Inn franchises with a partner in 1958 from the company's founder.

He went on to build 200 hotels nationwide, including Embassy Suites, Marriotts, Radissons, and Holiday Inns. Hammons?also developed an expansive real estate portfolio associated with those hotels of golf courses, restaurants, convention centers, a casino, and riverboat gambling. He avoided big-city locations in favor of properties in college towns and state capitals.

"He would say, 'The kids will always go to school, and you can't fire the damn politicians,'" former company executive Scott Tarwater said in a March 2011 interview.

Along the way, he donated millions of dollars to local hospitals, colleges, and public television. His name graces so many buildings and streets in Springfield ? from the basketball arena at Missouri State University to the city's tallest building ? that comedian Bob Hope once joked that the city should change its name to "Hammonsville."

He regularly appeared on Forbes magazine's list of the wealthiest Americans and estimated his personal wealth several years ago at $1 billion. He took his company public in 1994 before returning it to private ownership a decade later. During his career, according to the company,?Hammons?developed 210 hotel properties in 40 states.

"He has made such a major, significant difference to this community," Jim Anderson, president of the Springfield Area Chamber of Commerce, said in a 2007 interview. "Some people may not see the way he has put us on the map."

But?Hammons's recent years were shrouded in secrecy and controversy. In March 2011, a group of friends asked Greene County probate court to appoint?Hammons?a public guardian.

The friends' lawsuit said they weren't being allowed to visit him at a Springfield nursing home or even talk to him on the phone after Jacqueline Dowdy, whom?Hammons?gave power of attorney several years ago, took control of the John Q.?Hammons?Hotels & Resorts in October 2010, purged most of its top officials and placed Hammons?in "involuntary seclusion."

The court appointed a Springfield doctor in May 2011 to serve as?Hammons's temporary guardian. The doctor allowed supervised visits with?Hammons, though that didn't alleviate the feud. Dowdy, a former administrative assistant and accountant, became CEO after nearly 40 years of working alongside?Hammons.

Kerry says Israelis, Palestinians must make tough decisions

TEL AVIV (Reuters) - Israeli and Palestinian leaders must decide soon on whether to revive long-dormant peace negotiations to end their decades-old conflict, U.S. Secretary of State John Kerry said on Friday.

Ending two days of meetings in the region, Kerry said he had had "very productive" talks. But there were no obvious signs of any breakthrough, with neither side offering the sort of compromises needed to end a three-year stalemate.

"We are reaching the time where leaders need to make hard decisions," Kerry said at the end of his fourth visit to the region in barely two months as he struggles to overcome deeply entrenched positions that have snarled the peace process.

British Foreign Secretary William Hague, who has held separate talks in Israel and the Palestinian territories to voice support for Kerry, told reporters in Jerusalem he had not yet seen any significant progress.

"I don't think we are in a position to say that the necessary compromises have been made," he said.

"Unless bold leadership is there to make the most of this opportunity, then we face a bleak situation in the Middle East," he added, warning that time was running out to secure an independent nation for the Palestinians.

The Palestinians have repeatedly said they will only resume negotiations if Israel halts settlement building on land seized in the 1967 Middle East War, where it wants to establish its future state.

OUTPOST ANGER

The Israeli government has said there should be no preconditions and drew anger earlier this month when it turned to the courts to try to legalize four unauthorized West Bank settler outposts.

Kerry said he had raised the issue with Israeli Prime Minister Benjamin Netanyahu, whose center-right government includes many fervently pro-settler politicians.

"It is also clear that when actions are taken, whether by court or otherwise, it is our view that those actions can be deemed by some to be provocative...So it is our hope that there will be a minimal effort there," Kerry said.

On taking office in 2009, U.S. President Barack Obama called on Israel to halt its settlement program. Netanyahu agreed to a partial freeze, but did not extend it beyond an initial 10-month period and Washington quietly dropped the demand.

Obama made his first official visit to Jerusalem this March to re-launch U.S. peace efforts, with Palestinian officials talking about a June 7 cut-off point for the U.S.-led diplomacy.

The Palestinians say it is pointless to hold negotiations while the Israeli building continues in the West Bank and east Jerusalem - home to some 500,000 settlers.

In the absence of formal peacemaking, the Palestinians last year gained de-facto statehood recognition at the United Nations. Israel is worried that they will use their new-found status to join the International Criminal Court and pursue war crimes charges against the Jewish state.

EU and U.S. diplomats have warned that the spread of the settlements could prove irreversible and Kerry has said the window of opportunity for securing an historic peace deal might close within two years.

"I made clear in my discussions that the parties should be focused on making progress toward...direct negotiations," he said on Friday, adding that each side needed to "refrain from provocative rhetoric or actions ... that take us backwards."

Asia stocks extend losses after big sell-off

BANGKOK (AP) ? Asian stocks continued to retreat Friday after being routed the day before by unexpectedly weak Chinese manufacturing and fears the Federal Reserve will start withdrawing its monetary stimulus.

Japan's Nikkei 225 index, which plummeted more than 7 percent Thursday, reversed a big morning gain and shed 0.7 percent to 14,391.74 as the yen strengthened against the dollar. South Korea's Kospi gained 0.1 percent to 1,971.23.

Hong Kong's Hang Seng spent the morning bobbing between slight gains and losses before falling 0.5 percent to 22,553.60. Australia's S&P/ASX 200 tumbled 1.7 percent to 4,976, hit by losses in banking and mining shares. Benchmarks in the Philippines, Taiwan and New Zealand also fell.

The Nikkei's dramatic fall Thursday was attributed on the spike in the interest rate on the country's benchmark 10-year bond to above 1 percent for the first time in a year, which came after Fed meeting minutes showed some of its policy makers want the U.S. central bank to start scaling back its monetary stimulus.

The swing in Japanese bonds unnerved investors at a time when Japan's already overburdened government finances are vulnerable to rises in interest rates. The interest rate, or yield, later slipped back to about 0.9 percent.

The sell-off is a reminder of Japan's vulnerability as Prime Minister Shinzo Abe tries to end two decades of stagnation with unprecedented monetary easing, increased government spending and reforms to make the world's No. 3 economy more competitive.

Abe reassured Japan's parliament Friday that the government was closely monitoring financial markets and would "proceed with measures to secure sustainable fiscal structure, and secure market confidence."

Mixed messages from the Federal Reserve about when it might start scaling back its bond-buying program also stirred investor anxiety.

The Fed is buying $85 billion worth of bonds every month as part of its stimulus program. That has kept interest rates low and encouraged investors to put money into stocks and other risky assets. If the Fed slows down its bond purchases, investors fear it could lead to an outpouring of money from stocks.

Among individual stocks, Australia's Westpac Banking tumbled 2.2 percent while market heavyweight Commonwealth Bank of Australia declined 1.6 percent.

The release Thursday by HSBC of a survey showing a decline in Chinese manufacturing for May hurt Australian miners, which have boomed on the back of raw material demand from the world's No. 2 economy. Mining giant BHP Billiton fell 1.6 percent. OZ Minerals lost 0.7 percent.

"The China data looking like it's hitting a soft patch is hitting resources," said Stan Shamu, market strategist at IG in Melbourne.

Benchmark oil for July delivery was down 43 cents to $93.82 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 3 cents to close at $94.25 per barrel on the Nymex on Thursday.

In currencies, the euro fell to $1.2922 from $1.2932 late Thursday in New York. The dollar weakened to 101.62 yen from 101.91 yen.

Bridge collapses in Washington state ? cars, people in water

Three people were rescued from a river after a bridge along Interstate-5 in Washington State collapsed on Thursday evening, plunging cars into the water below, according to Washington State Patrol.

MSNBC's Milissa Rehberger reports that people and cars were in the water after an I-5 bridge collapsed over the Skagit River in Washington state.

The extent of the injuries for the three is unclear, but all were evaluated on scene and were transported to area hospitals, according to Marcus Deyerin of the Washington Incident Management Team. Authorities say they have no reason to believe any others are still in the river.

Two vehicles were submerged in the Skagit River when the bridge fell around 7 p.m. local time (10 p.m. EDT), and traffic has been closed in both directions.

NBC Seattle affiliate KING5 reported that traffic was significantly backed up in both directions. I-5 is the main freeway that runs along the West Coast.

A witnesses told KING5 that an oversized truck hit the upper right side of the bridge before the collapse, though it wasn't clear if that caused the span to give way.

The minimum vertical clearance on the bridge (distance from the road to something a truck can bump into) is 14.5 feet. The standard height is 16 feet.

This I-5 bridge over the Skagit River at Mount Vernon was described by the Washington State Department of Transportation, after an inspection in August 2010, as "somewhat better than minimum adequacy to tolerate being left in place as is."

State inspection reports submitted to the Federal Highway Administration were reviewed by NBC News. That overall evaluation of the structural condition on the bridge corresponds to a score of 5 on a scale from 0 (worst) to 9 (best).

The bridge received identical scores on inspections in 2010, 2008 and 2006, and is on a schedule for inspection every 24 months, as generally required by federal regulations. State officials said Thursday evening they were working to make public a copy of the latest inspection report, presumably from 2012.

Looking at specific areas of the bridge, the substructure (piers, abutments, footings, piles, etc.) was described as in satisfactory condition, with the superstructure (beams, girders, stringers, trusses, cables, pins, hangers, etc.) in somewhat worse condition, listed as fair, according to the inspection data online from the Federal Highway Administration. "Fair" meant that all primary structural elements were sound but may have minor defects.

The 1,112-foot steel truss bridge was built in 1955, and was carrying an average daily traffic of 71,000 vehicles.

The bridge was of a "fracture critical" design, as are 18,000 bridges nationwide, meaning it could collapse if even one part failed.

Even after the bridge collapse that killed 13 people in Minneapolis in 2007, a haphazard system of inspections continued, with federal authorities choosing not to require re-inspection of all the fracture-critical bridges.

In a survey of every state by msnbc.com in 2008, only six states and the District of Columbia said they began to recheck all their fracture-critical bridges.

Officials in Washington state, like in most states, said they performed special inspections of only their few dozen bridges of the particular deck-truss design used in Minneapolis.

The bridge that fell Thursday did go on to receive its regular inspections in 2008 and 2010, according to the federal records, called the National Bridge Inventory.

EU leaders shine spotlight on Amazon, Google over tax policy

BRUSSELS (Reuters) - European leaders will discuss how to combat aggressive tax avoidance by major companies such as Amazon, Google and Apple at a summit on Wednesday, and cut the estimated 1 trillion euros a year the EU loses to tax evasion or avoidance.

The four-hour summit was originally called to discuss energy policy, but investigations in Britain, France and the United States exposing how little tax major international companies have been paying by carefully structuring their European operations has forced the issue to the top of the agenda.

France and Britain in particular have grown concerned by the sheer scale of the legal tax schemes, with a U.S. investigation revealing on Monday that Apple Inc had paid just 2 percent tax on $74 billion in overseas income, largely by exploiting a loophole in Ireland's tax code.

That followed reports that the British unit of Amazon paid just $3.7 million tax on 2012 sales of $6.5 billion, and similar revelations concerning the UK operations of Google and Starbucks.

In all, officials estimate that EU governments miss out on around 1 trillion euros ($1.3 trillion) a year through the legal tax avoidance techniques employed by such companies and illegal tax evasion.

"A lot of these revenues (from the digital economy) are not getting taxed," said a French diplomat briefing reporters in Paris ahead of the summit. "We need to find a way of bringing home the tax on these activities."

Officials said French President Francois Hollande could raise the issue with other leaders at the meeting, though it was unclear what agreement could be reached with little advanced preparation and just four hours of talks scheduled.

A draft of the summit's declaration, which is agreed in advance but can be changed, set out nine proposals for strengthening tax policy and coordination, including fighting tax avoidance schemes and the process of routing profits abroad.

"Work will be carried forward as regards the Commission's recommendations on aggressive tax planning and profit shifting," a draft seen by Reuters read.

While there is common consent among EU leaders that action needs to be taken to close loopholes and level the playing field on tax policy, little has been done on the issues despite regular lobbying by the Organisation for Economic Co-operation and Development (OECD) and other international organizations.

In a report in March last year, the OECD, a club for wealthy countries, set out in detail how companies were using "hybrid mismatch arrangements" to avoid paying taxes, the very technique that Apple is alleged to have used in its tax planning.

"We have got to make sure as we set those tax rates that companies pay taxes, and that means international collaboration, the sharing of tax information," said British Prime Minister David Cameron as he arrived at the summit.

Cameron has put tax policy on the agenda of the G8 meeting taking place next month in Ireland.

But officials played down the possibility of immediate steps to close tax loopholes or any naming and shaming of companies in the final summit declaration, saying it was primarily up to EU member states to craft the necessary legislation, and to work through wider international forums such as the OECD.

"But while companies may be using loopholes to pay as little tax as possible, the truth is it's a national issue," said an EU official preparing the summit. "It's up to the relevant member states to change their tax codes and tighten the net."

The official said the most likely outcome from the talks was tougher language on strengthening bilateral tax treaties and bolstering so-called "anti-abuse" rules in national legislation.

Eversheds, a global law firm dealing with tax issues, said that while recent cases involving high-profile U.S. companies had pushed the tax issue to the top of the global agenda, it could not be tackled with any quick or immediate steps.

"While the issues deserves this top-level attention, the public should not expect any game-changing developments, and indeed it would be wrong for the EU to try to tackle the issue on its own," said Ben Jones, a tax expert at the firm.

"Uncoordinated attempts by individual countries or blocs of countries to tackle the issue may actually create more tax 'loopholes' or have a detrimental impact on businesses that do not engage in aggressive tax planning."

France has already shown its willingness to take on major U.S. companies, with authorities raiding Google in a 2011 investigation into whether its Paris office conducts sales work. The company was asked to pay 1.7 billion euros in back taxes.

A similar issue has arisen with how Google operates in Britain, with questions raised about whether its sales staff are based abroad, as the company maintains, or in the country, which would create a liability to UK tax.

Google says it follows tax rules everywhere it operates and that references to selling in job ads for British-based staff reflect the fact that it likes to hire people with a sales background.
